In response to a historic investment in California’s health workforce, the Department of Health Care Access and Information (HCAI) turned to Clutch to rapidly expand staffing, build operational systems, and launch new programs that would reach communities statewide.
With $1.89 billion in new program funding and a need to scale internal program support, HCAI faced critical expansion challenges as a barrier for the agency’s mandate to improve access and equity in health care delivery across California.
Supported the creation and launch of California’s first-ever Wellness Coach role and career pathway, designed to fill critical gaps in behavioral health support.
Provided strategy and facilitation support to the Health Workforce Education and Training Council, guiding grant deployment and equity investments statewide.
Developed governance frameworks and strategic dashboards to help HCAI measure health equity outcomes across multiple billion-dollar funding streams.
Coordinated outreach and engagement with over 100 community-based organizations (CBOs), ensuring local voices informed workforce strategy.
