The Challenge

A Crisis Amplified Longstanding Gaps

The COVID-19 pandemic revealed significant inequities and system limitations in public health infrastructure. CDPH needed to coordinate 17 concurrent workstreams, unify messaging, expand emergency capacity, and modernize vital records—without losing sight of the people they serve.

COVID-19 Contact Centers

Provided staffing, quality assurance systems, and scripts for contact centers that served over three million Californians during the pandemic, improving response and public satisfaction.

Vaccinate All 58 Campaign

Developed messaging strategy and multi-lingual communications for California’s statewide vaccine outreach effort.

CHSI Modernization

Led strategic planning and delivery of a 10-year roadmap for the Center for Health Statistics and Informatics (CHSI), including modernization of vital records systems.

Equity QA + Media Monitoring

Built dashboards and QA systems to ensure equitable outcomes across campaigns, with media tracking tools for live response management.
